Total Quality Management Practices and Impediments in the Arab Countries with Special Reference to Iraq

Abstract
Total Quality Management (TQM) is at the forefront of scientific forums, as this subject has received a significant share of successful application in higher education institutions in the world because TQM seeks to continuously improve and achieve the best in inputs, processes and outputs. In this sense, the private colleges have to pay attention to total quality and begin to apply it gradually, so that these colleges can help the society with human resources armed with knowledge and technology capable of contributing to the economic development of Iraq. This paper aims to highlight the philosophy of TQM, the experiences of a sample of Arab countries in the field of implementing TQM with special reference to Iraq, and diagnosing the most important obstacles to the application of TQM in private colleges.
Through this paper, we have been able to diagnose the general obstacles that impede the application of TQM in private colleges, and the importance of alleviating those obstacles. This research work is significant because ensuring the quality of the output (students) is essential as one of the key indicators of real development in Iraq. The results of this work should reflect on the decisions of policymakers as well as university directors. We have proposed to intensify the good efforts in the Ministry of Higher Education and scientific research through quality improvement boards in the different disciplines of the public and private colleges.
